ANBOUND's Observation: CIA Had Difficulties Communicating with Trump

About a year after the end of former U.S. President Donald Trump's presidency, controversies related to him continue to emerge. A recent document released by the Central Intelligence Agency (CIA) stated that during the presidential transition period in 2016, it was difficult for the intelligence community to report and communicate with him.

CNN reported that a non-confidential document published in the CIA's in-house academic center pointed out that although Trump spent considerable time with briefers throughout the transition period, his 'free-wheeling style" and deep mistrust of the intelligence community presented them with "greater challenges" even than President-elect Richard Nixon. (Note: During the Nixon period, Henry Kissinger held control of Nixon's surroundings. Kissinger developed a micro-intelligence system, and that himself had engaged in intelligence work for certain period of time. The stalemate between the Nixon and the intelligence agency can be considered to be a kind of "internal competition").

The 40-page document mentioned that, "Looking back at the Trump transition, one must conclude that the IC achieved only limited success with what had always been its two fundamental goals with the briefing process: to assist the president-elect in becoming familiar with foreign developments and threats affecting US interests with which he would have to deal once in office; and to establish a relationship with the new president and his team in which they understood how they could draw on the Intelligence Community to assist them in discharging their responsibilities".

The document also mentioned that Trump hardly read confidential briefings during the transition, but the intelligence community still tailored a set of response models for him, such as reducing the length of the texts. This made CIA analyst Ted Gistaro and former National Intelligence Director James Clapper to agree that "Trump doesn't read much; he likes bullets".
