Special Topic: Common Market advances Belt and Road

In the studies of China's future international development and advancing the Belt & Road Initiative, Chan Kung, Chief Researcher of Anbound, China's first transnational independent think tank, leading research teams has published a series of reports and articles. Through continuous tracking researches over a decade, Anbound focuses on the establishment of 'New Silk Road Common Market' as a policy solution.

Anbound proposed economic common market that means a unified market space with complementary advantages; also, it implies re-practice of "Heartland Theory", as well as interconnection and interoperability, which will bring forth economic growth in poor areas of the world and the co-enhancement of international status.

With this common market led by China, the private and state-owned forces can be incorporated into a system framework that will inspire more potential for the Chinese businesses, meanwhile sharing the fruits from China's development with the countries along the Belt and Road.

Under the framework of Common Market, what should be done is a Matter of Market. Both state-owned and private enterprises can do business in comply with the principle of market. Therefore, the government would not be frequently drawn into so-called projects.

Significance of Nongovernmental Cooperation

Anbound researchers believe that building such a common market is not only for infrastructural construction projects, it shall also pave the way for market economy. People communications play an integral role in non-governmental exchanges. To match with different industries is also part of common market.

In the hope of jointly promoting Zhongguancun innovative technological development to overseas markets, Zhongguancun social organizations asked for Anbound's insight. They have had rounds of thorough discussions about how to provide new platforms and share schemes for international cooperation between China and other countries along Belt and Road.

Zhongguancun is regarded as China's Silicon Valley; being the earliest science park set up in China. Many of renowned universities, scientific research institutes and a large number of hi-tech companies are clustered in Z-park. It also attracts quantity of innovative talents and technologies. There are more than 25,000 scientific and technological innovation-oriented enterprises in Z-park, and most of them as SMEs.

Malaysia, the First Country of Cirrus Project Going out

On 24 January 2018, the Zhongguancun Belt and Road Industrial Promotion Association (ZBRA) and Anbound Research Center Malaysia held a signing ceremony of strategic cooperation and the Cirrus Project at JW Marriott, Bukit Bintang, Kuala Lumpur. ZBRA-ANBOUND collaboration will aim to support the expansion of Zhongguancun tech companies into global market. Through this strategic cooperation, Malaysia has become the first partner country to implement Cirrus Project outside of China.

With the advancement of the Belt and Road Initiative, the demand for talents from the Chinese companies has also been on the increase in those participating countries.

The Cirrus Project offers internships and training opportunities for international students of the countries along Belt and Road initiative, and provide international personnel support to Chinese tech enterprises who are pursuing global markets.

By advisory of Anbound think tank, the ZBRA decided Malaysia as the first stop of Cirrus Project going out. Next, the Project will be extended to other ASEAN countries, as well as other countries along Belt and Road. It can help strengthen cultural exchanges between China and ASEAN, promote mutual understanding between the people and communities.

Consequently, industrial cooperation between China and Malaysia, China and the entire ASEAN region will be further expanded.

Mr. Lu Jiang, Director of International Exchange and Cooperation Department Zhongguancun Administrative Committee, said Belt and Road requires the participation of all parties. Whenever it is at early stage of marketing and cultivation, or during the phase of project implementation, think tanks are crucial in formulating strategies, understanding and familiarizing themselves with local markets, coordinating local resources with business and administration. Social organizations located in Zhongguancun are also working as a platform where arrange enterprises "gather together" going out to expand overseas. The strategic cooperation between ZBRA and Anbound integrates their respective advantages. For the Zhongguancun and Malaysian enterprises as well as various institutions, such a partnership has laid a good foundation to make cooperation and create more opportunities.

The year 2018 marks the 15th anniversary of the strategic partnership established between ASEAN and China, also ASEAN-China Year of Innovation. The Zhongguancun Administrative Committee hopes that ZBRA and Anbound joining hands will contribute to the China and Malaysia cooperation in the field of innovation.

Witnesses of the signing ceremony were Director of Cultural Office from the Chinese Embassy to Malaysia Zhang Jiexin, Senior Principle Assistant Director of the International Trade and Industry Ministry Unny Sankar and Anbound Head of Global Development Program Wang Yi.
