Developed countries have completed the transformation from external risks prevention to local society risks prevention. The internal risks prevention of social security system begins rather late in China and has a lot of shortcomings. ANBOUND research team highlighted that there is a need to strengthen the social security system and improve welfare provision in order to achieve the status of modern country. The improvement on welfare provision will be the main direction of China's future finance regardless from the perspectives of legal construction or welfare provision. This is the responsibility of both government officials and fiscal plan.
