China's "Fundamental Farmland Protection System" Requires Urgent Upgrade

ANBOUND think tank scholars believe that fundamental farmland protection is the basis for food safety. China's "Fundamental farmland system" requires urgent upgrade in order to address the institutional defects and rapid urbanization. It is important to set up a specific area for grain production according to the natural conditions and industrial layout. The agricultural sector should be responsible of farmland macro-management and control. Two other major targets are to manage land transfer and management system to ensure food security, and to scientifically enhance the governors’ responsibility on rice bag (grain supply) system.
