The launch of Shanghai FTZ has led to nationwide FTZ application frenzy. However, none of the FTZ (park or port) establishment except Shanghai's has been approved by the State Council. ANBOUND’s senior researcher He Jun thinks that FTZ application frenzy is originated from local governments’ desire to pursue development via new policy. He pointed that both of the FTZ applications and great attention on FTZ by the local governments and the entire society reflects highly insufficient level of marketization and lack of development amongst the main market players. China’s economic development highly relies on government’s mega programs, schemes and projects. In fact, these are the issues that ought to be addressed by China’s future reform.
