ANBOUND think tank scholars believe that the competition for free trade zone should focus reforms instead of preferential policies. The implementation of preferential policies comes with costs especially financial cost. Furthermore,it is likely to form homogeneous competition. If reform is done appropriately then it will beneficial to the long-term development of local economy.
