As a national policy bank, China Development Bank will be playing a crucial role in financing new urbanization thus it will establish three special funds for it. ANBOUND think tank scholars believe that policy banks alone are not sufficient to finance new urbanization. However, policy bank can be a tool to leverage more social resources into the community. China Development Bank also has to lead by example in shaping a better market order. These three special funds are merely the initial support from China Development Bank on new urbanization.
